[Mpls] Rouge cops

I was kinda getting a few giggles out of rouge cops. I imagined some of 
the big bruisers, you know, the ones whose shirt sleeves look like 
they're about to burst from the wearer faithfully pumping iron, leaving 
the precinct at the beginning of shift with outlandishly rosy cheeks. 
Who knows, it might could startle people into behaving for a minute or two.
