Mark Anderson responds: I always wondered how the Mpls School District managed the schools with just the 4% they are so fond of quoting. It sounds like there are no costs are defined as administrative if they take place at the schools! School secretaries and attendance clerks are necessary expenses no doubt, but it's a real stretch to include them with classroom expenses. 4% doesn't sound so low if it is just the spending at the administrative buildings.
