Last fall, a resident of one of the West Bank high rises, for folks
living on fixed or low incomes, told me that he was mugged in front of
his building in the middle of the afternoon.  When he called the police
one officer spent all of two or three minutes with him, despite the fact
that he was knocked to the ground and lost consciousness for a couple of
minutes.    

I guess that explains why we no longer see "To Protect And To Serve"
emblazoned across Minneapolis police cars.
It goes against the department's and City Hall's unwritten policy of
