I too spend lots of time on the West Bank and am a former resident (true, that was long ago). I know nothing about police officers taking Somali men down to the river bank to beat them, but I do know that the police that regularly patrol the area are unresponsive to citizen complaints and are antagonistic and rude.

On July 1st I watched the police beat the [EMAIL PROTECTED] out of a guy who's only known crime to me is dumpster diving for rotting produce. This beating happened outside Palmers on the West Bank. There were 2 squads and 4 bike cops participating in this cop melee. While I was observing their behavior an officer (one of the bike cops) shut the door in my face and threatened me with arrest three times. I was not interferring in their activity in any way, nor was I even speaking except to say that I thought I had a right to be where I was and do what I was doing, which was watching them. They did arrest the guy (and continued to beat him after he was handcuffed). He was kept in jail over the 4th of July weekend presumably so his injuries could heal before he got to a camera to document them. He still looked like hell a week after the incident and, incidentally, was nevercharged with any crime.

A few days later I was walking to my car and the same bike cop that threatened me with arrest and his partner rode up in my face. I was walking into the sun and couldn't see very well but they nearly collided with me and were not in the least bit apologetic or yeilding. I believe they were harrassing me in their own petty little way.

Did I report this stuff to anyone? Fat chance! In my experience the response would have been none, or I would have been further harrassed. I really don't want to invite further harrassment, nor am I willing to waste my time complaining to an unresponsive system. (I don't even know who I would or should complain to).

I agree with Barb - the West Bank is going to hell in a hand basket.
