Does the 6600 prison population include incarceration in the workhouse? I wonder what the stats are for the lesser crimes. It seems like we keep giving breaks to people until they do something the courts just can't fluff off. By that time, the perp is looking at spending a large or all of his life behind bars. I know it's simplistic, but anyone thought of being harder on the 2nd and 3rd time offenders instead of waiting until they get dozens or hundreds of arrests. This goes for juveniles as well. Just a silly thought.
