People who work day in and day out on crime issues know the "real problem" is not that we aren't arresting criminals.  The real problem is that no one ever seems to go to jail. I have watched more than a few activists present the "rap-sheets" from known criminals in their neighborhoods that sport over 100 arrests and NEVER go to jail.  I was told by a public official that it is a capacity problem.  We simply don't have room in our jails. 
 
I am wondering if there isn't room in jail for a person who has been arrested over 100  times for a variety of crimes, then just what does it take? 
 
The recidivism rate for a crack addict is about 95% when I last looked.  That means the chances of getting off crack after the first time through treatment is very small.  I have a  family member who was addicted to crack. He went through treatment 4 times and was not able to kick the habit.  He started dealing (in Pennsylvania) and got caught, arrested and spent 6 months in jail. That is where he got off crack.
