I like the WI-FI through the Parks idea and understand
the issue of the service still only being available to
upper income individuals.

What about enabling people to check out laptops after
paying a nominal fee kind of like they do yellow bikes
now?

Another option might be establishing a laptop granting
program to lower income individuals in the community. 
I wouldn't expect that this would use public dollars. 
  

It seems that there would be an interest on the part
of private business in giving grants to make this kind
of service available in the community and that the
entire venture may be able to draw some private
support.
