Just wanted to let you know that I initiated a process where the
Minneapolis Park System would start exploring providing WI-FI internet
access to Minneapolis citizens through the park system.

My concern is that these would just become nests for spawning SPAM onto the Internet.

To be useful to citizens, they would have to be open (no security, password, etc.), unlike the security & privacy controls that are now being quickly added to corporate Wi-Fi sites. But that means that anyone could come by and use our publicly-paid for bandwidth to send out SPAM, porn, etc. while lounging around in our beautiful parks.

Do you have any plans to prevent or deal with this possibility?
