Using 2000 census numbers is far more defensible than reaching a conclusion on the population movement trends of a city of 350,000 based on one block. While a town like Starbuck may be appealing to someone who wants to live in a converted car dealership and who can't be bothered to keep up on something as simple as painting trim, somehow, I don't exactly feel threatened about a mass exodus. Some people live in Minneapolis because they have to for one reason or other, but I'm willing to bet most people who live in Minneapolis do so because they choose to. Because it's a great place to live and because the occasional tag for peeling paint or whatever is not that big of a deal despite how some might try to overdramatize the matter. I got a letter last Monday about tall weeds in my alley and my lilac bush needing to be trimmed back by today. It was only my first notice, so no threatening language about $1000 fines or 90-days in jail. It was a crappy time to get the letter because my week was so busy, but I managed to set aside some time on Friday to get it done. That's one point that I think has been missing from some of this thread, is that you don't get the court summons as your first contact. That comes only after earlier notices fail to resolve the issue. What ticked me off about the court summons my fraternity got last Monday about the retaining wall was that it came six weeks after we had ALREADY complied with the order. So two of our board members get to take time off from work, go down to the government center and stand before a judge to tell them that the violation they've been brought in for has already had the work completed.
