This article does get at the core of another way
impacted inner-city neighborhoods are treated by the
city. 

It's not just in Jordan or the Northside that this has
and continues to happen.

The Lake and Nicollet Development was pummeled by the
city council while the development at Bryant and Lake
and other points West go forward.  

People in East Phillips are absolutely struggling to
implement the East Phillips Commons project at 29th
and Bloomington and the Village in Phillips project at
24th and Bloomington. Instead of the volunteers being
joined by the city in partnership to make sure these
developments happen, they are being fought every step
of the way with small incremental punches being thrown
at these projects.  East Phillips Commons has been
reduced from a vision of a vibrant urban village to an
apartment building.  The Village in Phillips project
hasn't been scaled back yet, but, I anticipate that
too will suffer from the brick walls they encounter at
the city.

The city sees fit to continue to develop supportive,
transitional and special needs housing in these
neighborhoods ignoring neighborhood concerns about
over-concentration.  But, market rate housing
developments not only get no attention, they are being
fought.   

The major market rate housing development projects
that were accomplished in Phillips West have turned
that area around dramatically.  Those were by and
large private dollars from surrounding corporations.
So, there is proof that balanced development can turn
a neighborhood around.

Phillips, Ventura Village, Elliot Park, Central,
Powderhorn Park and Corcoran have 47,000+ people and
no grocery store. Their residents have to cross major
freeways on either side to get to a retail shopping
area with a grocery store or go south of 38th St.
