In a September 3, 2003 CITY PAGES article regarding a public policy forum to discuss 
police-community relations, Minneapolis Police Federation President Sgt. John 
Delmonico talked about a "community relations plan." Britt Robson the author of the 
article writes, "He (Delmonico) distributed copies of a 'Community Relations Plan' the 
cops union had proposed after last year's Jordon melee; the document called for 
measures such as video cameras in squad cars, public debriefings to explain the 
outcome of use-of-force investigations, and regular public forums to discuss 
community-police relations. 'This document went to the chief, the mayor, and all 13 
council people,' Delmonico claimed. 'I haven't heard one phone call back from it.'"

This document should be posted on an appropriate site with a notification to this list 
as to where to find it. Any comments from Council Members or the Mayor's Office 
regarding this document? Did you receive it? Are any of the ideas contained in the 
document under consideration?
