The NAACP should join with the Impacted Neighborhoods to force the City,
County, Met Council, and HUD to immediately build those "Hollman" units.
The NAACP should also join with the "Impacted Neighborhoods" to go to
Federal Court to stop further concentrations of Supportive Housing and
poverty in "Impacted Neighborhoods".  This was required by the Hollman
Decree but all but ignored by the City.

City Zoning Planners claim they are not even aware of what the Hollman
Decree requires or that they do not even know what "Impacted Area" or
"Impacted Neighborhood" means.  These are the "authoritative" staff people
supposedly advising the City on zoning law and changes? One of the Zoning
people working for the City, who routinely makes such recommendation about
concentrations, says she does not even know what the Hollman Decree calls
for
and never uses it for planning and zoning recommendations. This from a City
employee who is said to be a zoning "authority".  I am not sure which is
worse.  Knowingly violating the Decree and lying about it, or making such
recommendations through ignorance.  Which is worse?

The City has made a joke out of the "Decree" by skirting it in every way but
the very strictest interpretation of "Public Housing". Amazing!

Another suit in the making.  The City officials of Minneapolis are required
by State Law to enforce State, and Federal Law.  We all know about the
differential enforcement of drug laws, but apparently it runs even deeper
since the budget cut and cutting police numbers.  There is a State of
Minnesota Law against "Hit & Run" yet just today I was informed by a
Minneapolis Police Officer in the City Hall that due to budget restraints
the City is no longer investigating or enforcing hit and run cases. Remember
more than just"criminals break the law.  City officials violating law
through ignorance, not caring, or budget excuses are also committing
"Crime".
