Neighborhood Associations were set up to enforce restrictive covenants which prohibited the purchase or lease of property by blacks within defined neighborhoods. The restrictive covenants were legally enforceable until 1948.
I can prove this to be true. While cleaning out my parents home, I came across the original deed to their house. One of the "Covenants" of the Pennhurst Addition (today's Armatage neighborhood) was that "No person of color may reside in the neighborhood unless they were a servant living in their employer's home. My parents purchased that house in 1957.
