The problem I see with these discussions that say "I don't mind drug use, I mind the way people behave when they are on drugs" is the wealth of speculation included. How does anyone know when someone is behaving annoyingly they are on drugs?

WM: Here's how we know they're on drugs: their eyes, the pupils of which jump when they're high. The woman who, when she's just had a hit of crack, moves like she's got cerebral palsy but when she's not high moves like anyone else, the superior strength, the loud, contentious talking, the fighting, the fact that you just watched them buy the stuff from a known dealer who is on your court watch list (Ventura Village has this one down to a science), the fact that their kids tell you that mom's "on the pipe" or dad's on the pipe, the fact that you know the family and remember when their lives fell apart cause dad went on the pipe, you've watched them out on the street for three days and they haven't gone home to bed in all that time. The fact that their house is surrounded by garbage and trash because their family structure has come unglued. You've watched them put up the sign that they're in business for the afternoon (styrofoam cup impaled on your fence, for example, or throwing gym shoes up on the wires at the end of the alley to give direction, they're wearing colors and have been standing and hailing cars on the corner for the last three hours, the fact that the 12 steppers are pointing them out as former associates "in the life." It's no state secret and those of us who live in near proximity do recognize the symptoms after the first couple of years or so.
