Finally, Mayor Rybak, this is what the citizens of Minneapolis <really> should want in a candidate for Chief of Police:

1. Experience in patrol as a footman for at least 5 years;
2. Progression up the ranks based upon the quality of arrests, rank on civil service exams, superior management skills as a patrol supervisor, or supervisor of detectives or criminal investigators;
3. Extensive knowledge of financial issues affecting cities and accounting practices;
4. Proven interaction with members of city government in other departments and with the members of a city council or other legislative body;
5. Proven success in preventing, containing, and solving crime conditions through the deployment of officers, anti-crime or other specialized units, and citizen participation.

You can then ask the candidate how he or she would solve a crime condition, with the following statement of fact, including a area inspection if necessary:

Franklin Avenue, [from] Interstate 35W [] to 15th Avenue [East], and five blocks on either side, is the site of drug activity, shootings, prostitution and other crime conditions, from misdemeanor to felony level. Give a step by step procedure that will stop criminal activity, incarcerate or permanently remove offenders from the area, which city, county, state or federal agencies you would utilize and why, which buildings and persons would be targeted, and why. The maximum time for reduction of the condition is one month; for clearance of the condition, two months.
