I have worked downtown in previous years. I rode the #4 bus down Hennepin everyday for my commute. The hotspot then used to be in front of the Skyway Lounge. People would deal drugs and use them in broad daylight without any concern for the presence of law enforcement. When police did go by they just turned around. Too bad the cops didn't notice the clouds of smoke emanating from the bus shelters. It aggravated me enough to walk 2 blocks north to a different stop.
I know there are beat cops downtown but I never used to see them. Perhaps more police should get out of their cars and spend some time interacting with the street life. I don't discredit law enforcement entirely; there was the occasional bust but it was a rare occasion.

Once a man standing in front of Shinder's (a rather seedy place these days) stood on the curb facing Hennepin Avenue and urinated into the street. This was at 11:00 on a Tuesday morning. I mean come on...
