The Pioneer Press ran an article on Minneapolis rental problems:
"A rental-licensing program begun in 1991 might have inspected the home, but the program � which targets each of the city's 68,000 small apartment buildings over a 10-year cycle � has gone through only about 40 percent of properties so far, said city spokeswoman Gail Plewacki. Minneapolis has 30 rental-licensing inspectors, eight responding to complaints."
