From the Phillips Partnership newsletter dated September 2003:

"Responding to community concerns, the project advisory committee (PAC) for I-35W Access has added two proposed amendments to the design plan it approved last year. Dubbed the Lake Street "slip ramp" and the 38th Street "elipseabout," these new designs are the latest efforts to refine the connections between freeway and neighborhoods.
"The slip ramp would replace the proposed northbound "flyover" exit to 28th Street, which has been criticized as too obtrusive. The slip ramp would lower the profile of the exit and bring it closer to the freeway.... It would also cost less than the flyover ramp proposed originally. ... The PAC approved the slip ramp at its September meeting."


WM: This removes the major bugaboo for the access project. Apparently it was a result of the MCTC having changed its bus stop design from one stop on either side of the Lake Street bridge to one in the middle of the Lake St. bridge.
