"Should parents and community have an opportunity to voice opinion on
the selection process and on the choice for superintendent?"

Vicky offers one answer:  NO.  That's why we have elections.

The voters who chose the school board members gave them the authority
to pick the new Superintendent.  That's how representative government
works:  We delegate the decision making to the people we elect and
LIVE WITH THE CONSEQUENCES until we can change the roster. (California
excepted)
