i've always thought of being poor or "very poor" not so much as a number or income level, but more about difficult choices.

there are some individuals and families in minneapolis who have to make a choice between food and health care, between rent and transportation. these are very difficult choices to have to make. if one makes $15,514, one dollar more than very poor (and into the less "poor" category), does that mean that they are now not faced with difficult choices?

i bring this up to add a different perspective to the discussion so that we can look into the deeper issues of why people need "affordable" housing in minneapolis, and so that we can look for the root causes of poverty as to begin to find solutions to the longer-term problems that we face as a city.
