The RIGHT to Locate a Business
Sorry, Ms. Heller, that language is NOT in the 5th amendment. Perhaps you'd like to state COURT cases that give business the sacred right to locate business anywhere. I mean, it has to be a figment of your imagination since cities regulate business location ALL THE TIME.


Currency Exchanges
The one thing the issues forum does is make me think. I run into a theory that conflicts with the facts and then need one that doesn't create such a conflict. The "currency exchange" stores is a case in point. It CLEARLY isn't a case of banks abandoning the neighborhood where the franchisees (yes, Unbank is a FRANCHISE business) want to locate. They chose a spot where US Bancorp has had a branch forever! (This was in Longfellow). So what else attracts them to locations. That was when a theory clicked. How about if they are a "support industry" for the drug and prostitution trades? It could happen. Obviously, established banks want to steer clear of serving the needs of these industries. But a franchisee, with so much at stake, might not be so choosy. Also, undocumented aliens OBVIOUSLY can't go to regular banks that demand right off for standard documentation. And look at where the bulk of currency exchanges are today. All around the periphery of Philips. Location, location, location.


But why down there by Tangletown? CODEFOR. If the cops have made a career criminal, he'll be watched. And then if he uses a currency exchange, that will be watched. Unlike most bank customers, career criminals WILL travel to wherever they can conduct business without the hot breath of the law. And the franchisees might be seeking such spots to compete for business. They've applied in two low-priority spots for CODEFOR: Tangletown and Longfellow. Now, I could be wrong, but my guesswork makes more sense than what Mr. Topper alleges.
