The point I have is, with Carol Johnson leaving there is no guarantee that the new superintendent would keep Jennings on when he took over. In most places when a change is done at the top - the people in the chain of command will start looking for a new job, with the idea that their position may not be needed under the new regime. By taking the interim position, Jennings has basically stated that he will not be seeking a new job and will be committed to fulfilling the duties of his job until his services are no longer needed - could be tomorrow, could be next year. For this uncertainty - I would imagine that it is not that out of the ordinary to construct such a severance package.

I may be wrong - but there is some practicality to the madness - I won't get into what is fairest buy-out price as I am not familiar with the industry norms.
