Trying to figure out how any government entity comes up with a numbering system will drive you nuts. Why are the numbers on half of each floor in City Hall odd and the other half even? Try finding your way around HCMC. Then, after you think you've accomplished that, figure out how the old MMMC addition got number the way it did. If you think Mpls is messed up, ever tried finding an address in St Paul? Trust me, guys, somethings you're just better off taking at face value rather than looking for the logic in them.
