The City Hall numbering system is easy. It isn't City Hall. It is the Municipal Building. And it was built to be half for the City and half for the County. If you go in through the rotunda, the City side was originally to your left and the County part to the right. The residuals of this can still be seen. In recent times, the Sheriff, and the courts were on the left side while only municipal functions were on the right. Also, when expansion space was needed, the County chose to fill in inside, hence the 2 1/2 floor and the 3 1/2 floor as opposed to the City which created the 3M floor between 3 and 4 (which is now the jail). This is also why the 3M floor only goes around half way. The better question is why are there only one bathroom (either men's or women's) on each corner of the building? Answer: the building was originally built to only accommodate women's bathroom on the second floor (in the women's lounge) (also known as the cramp room until it went co-ed), with the rest of the bathrooms throughout for men. When women were actually acknowledged as having some role in government, some of the men's bathrooms were converted to women's bathrooms. Carol Becker Longfellow REMINDERS: 1.
