Having said that, it should be noted that stray and sometimes free roaming cats are a major livability concern in many of our city's neighborhoods. And that increasingly responsible cat ownership has become understood to mean that cats are indoor or properly contained--not only to ensure that they are not a nuisance, and preying on song birds fed by others in the neighborhood, but because they live much longer. (Most of the deceased cats impounded by our staff are cats that have been hit by cars, and many others succumb to highly infectious feline diseases and the cold Minnesota winters.) An important part of this redefinition of cat ownershiop is enriching the inside environment to ensure that cats receive the stimulation they need to live a long, healthy and happy life.
