As a prelude to the school board's anticipated 4-3-2-1 process for
determining the new superintendent,  I recommend reading over the
existing rules for QUALIFICATIONS AND LICENSURE OF SCHOOL PERSONNEL at
http://www.revisor.leg.state.mn.us/arule/3512/.

Of special interest is the Superintendent skills and competencies sub
chapter.  It makes a good starting point, at least.

The Alternative licensure for school superintendents subchapter and the
Variance subchapter suggest that Jim Boyd may have been in error when he
contended in his Oct. 12 editorial that Mr. Jennings should be
considered under the alternative licensure provisions. The rules clearly
state that education beyond a bachelors is required.  Also, the Variance
process throws a little weight behind any who might be opposed to the
granting of a variance.
