The problem is that the city charter says nothing about ward boundaries
needing to follow neighborhood boundaries.  That may be a desirable
policy choice (or maybe not, there are varying opionions about
this--some people think neighborhoods are better off when they have more
than one councilmember).  Either way, it is not the law.  However, the
city charter does clearly say that wards should be as compact as
possible and that in no case should a ward be more than twice as long as
it is wide. The Redistricting Commission's gerrymandered map clearly
violates that requirement and that is one (of several) reasons why it is
being challenged.
