.         A strict north-south and east-west measurement 
does not sound like a very reasonable definition to me. 
Under this definition a very long and narrow ward could 
theoretically qualify if it ran at an angle all the way 
across the city from the northwest section to the southeast 
section - or from the southwest section to the northeast
