Hey, maybe every election cycle that might include realignment, every C.M. has to run with a Vice-C.M. to serve only in the event of a new Ward Boundary coming into existence. The Vice C.M. could wave from parades and stuff in exchange for minor recommpance/influence until, or if, called upon to serve. This is what? Every twenty years? Not too tough.
