Vicky suggests:

We should demand to see whatever appraisals are being used by the
City's "evaluators."  We need to know who the "evaluators" are,
because they obviously have been given authority to give away public
property and incur debt on the backs of the taxpayers.  These folks
should not be anonymous.

It would also be interesting to see the appraisals used by the City to
lend Brookfield Development $37.5 million as a SECOND mortgage in
1988.  That property is now worth only $7.5 million according to
unknown City sources.  City Center apparently dropped 80% in value
during the greatest real estate boom in the history of the nation.

Monday, I will drive downtown and ask the MCDA/CPED Sears site project
manager for a copy of the appraisal.  If necessary, I will invoke the
Minnesota Data Practices Act -- though I believe the agency would then
have ten days to comply with the request.

The effort will be worthwhile in all events:  We must assemble a good
paper trail for a formal complaint to the U. S. Attorney's office.
