Excuse me if others have raised this and I've missed it, but shouldn't an 
important aspect of hiring the new chief be the process for removing him/her if 
there are future performance problems?  A major roadblock to removing the 
current chief was the amount of money that it would have taken to buy off the 
rest of his contract.  Well, how about insisting on an employment contract with 
the new chief that doesn't require such a buyout should the city council deem 
that he/she is not performing to expectations?  If the city council determines 
that a future chief is not serving Minneapolis citizens adequately (say, for 
example, not respecting our constitutional rights to free speech or free 
assembly) they should be able to can that person without rewarding them for 
their incompetence with a paid vacation.
