Krinkie aside, the shuttle plan relies on some one-time funding and
speculative land sales. The current Council (in my opinion) has done an
excellent job of fiscal planning - a first in my memory, and perhaps their
singular accomplishment. However, this plan, at this point, goes back to the
bad old days of wishful funding.

The concept has merit, but beware (as Gov. Arne Carlson used to say) the
spending "tails" - they have wagged the municipal dog in the past.
