So much for my speculation....and R.T. kowtowing to the Federation's desire
for an insider: he's narrowed the field to Charles Moose (DC Sniper case
veteran) and William McManus, two-year Dayton chief.

An interesting discussion with the pro-insider Council should follow!

Here's the press release from the mayor's office:

Minneapolis Mayor R.T. Rybak narrowed the field for Minneapolis Police Chief
to two candidates today: former Montgomery County Police Chief Charles
Moose, and Dayton, Ohio, Police Chief William McManus.

"I've been meeting with community members for over two years about deep
concerns, and I'm thrilled that we have two candidates who can take us where
we need to go," Mayor Rybak said.

Rybak continued, "I've been clear about what I'm looking for: a strong
visible leader with proven management ability. These two candidates have
risen above the others. They're not just talking about what they're going to
do; they've done it."

Mayor Rybak interviewed each of the five finalists twice, and the Mayor's
Citizens'Advisory Committee conducted a full day of interviews with the
finalists over the weekend. Chiefs Moose and McManus rated most strongly
with the Advisory Committee in terms of proven leadership and management
ability. 

Rybak called Moose, "creative, compelling, and a visionary chief." McManus
has a "proven ability to make tough choices," and he "strategically uses
resources to get results."

Mayor Rybak expects to nominate a new Minneapolis Police Chief within the
next few days for confirmation by the City Council. Minneapolis Police Chief
Robert Olson's current appointment expires in January of 2004. ###
