I think that it maybe impossible to find exactly the right candidate. How many bisexual, female, Black, Hispanic, Asian, and politically liberal police officers are there in the United States?
I think that we are probably doing pretty well with a politically liberal, career police officer, who speaks Spanish and has mixed race children. Now that we have the politically correct qualifications out of the way... we should ask if he can actually reduce incidents of police brutality and lower the crime rate? After all, shouldn't we be somewhat interested in job performance? If the citizens of Minneapolis believe that the job can only be successfully performed by an individual of a particular race, gender, or sexual orientation they might want to consider revoking Minnesota's laws prohibiting job discrimination. Here's a thought experiment: Imagine McManus as ___________ (fill in the blank with your favorite attribute) and then consider whether his qualifications meet the job description. I think you'll see that at a minimum, he's just as qualified or more qualified than the other candidates (some of whom have no experience being the senior executive of a police department and might want to consider taking the (possibly) open position in Dayton to bolster their resumes before applying as police chief of a major US city).
