The smart thing to do would not be to cancel, they
should just drop the donation requirement and extend 
invitations to a wider group of supporters.  Why?

1. This would put the mayor back in line with his previous
commitments.

2. People attending with the knowledge that a donation had
been expected would be inclined to make that contribution
in the future.

3. If you extended open invitations you would make more people
feel that they were still respected (and they would be more likely
to volunteer for the next campaign).  It is unlikely that open
invitations will result in too many people showing up, but of
course if you're only interested in the "right" people you
could have a problem.

But, it might be the case that the mayor's advisors have
already decided that they can write off the grassroots 
supporters and only need the big money people at this point.  
Like, who's going to run against Rybak next election anyway?
Lisa?  The only way she could win is if there's a major
disaster or indictments.  I think that R.T. could have
an affair with an intern and still win.
