A few questions for city council members tomorrow:

1) Why is the project being presented for approval PRIOR to completion of
the Environmental Assessment and PRIOR to the formal public meeting required
as part of the Environmental Assessment?

2) How is the City going to justify spending $150,000 for the continuation
of the study phase of the project given current budget cuts?

3) Where is the $150 million plus coming from to do the project?  Has the
money suddenly appeared?

4) How  much of the $150 million is proposed as the city contribution and
how will the City justify this expenditure?

5) If the money isn't all there, but partially so, how will the project get
phased in?  If the movement of the 35th/36th Street ramps to 38th Street is
postponed to Phase 2, it may - fortunately - never happen.  However, will
35/36th Streets get left hanging with no mitigation and increased traffic in
the area?

The City should not make any formal decision regarding the Access Project at
this time.  It is bad process and unfair to take such an action prior to
public hearings following the completion of the Environmental Assessment.

My position - I still oppose the 35W Access Project and, alternatively,
support the 2003 Kingfield Resolution for rebuilding Lake Street and 35W.
