In my opinion, the complete memo does nothing to answer the questions that are in the 
details.   It's like leaving a hand
grenade with pin pulled in the board room as he saunters out the door and sticks a 
welcome sign in the lawn for the new
supt.  The workable solutions to the current problems of the MPS are a long way down 
the road from these ideas which
appear to have been culled from readings on the topic and not an examination of 
experiences and practices that work.  The
MPS are not short on theories that might work.
