Correct my memory-- but I believe Mayor Sayles Belton had police and

Our last Mayor did resort to the police on more than one occasion and
the police and National Guard regarding Hi-Way 55.
Because it is a state highway, former Gov. Arne Carlson ordered the raid on the Highway 55 protesters. It took over 600 Minnesota State Troopers, Minneapolis Police and Hennepin Country Sheriff's deputies (all on overtime I assume) to arrest 36 people. Former Minneapolis Mayor Sharon Sayles Belton and Hennepin Country Commissioner Peter McLaughlin joined Carlson and other area legislators afterwards at a news conference to show their support for the action.
