By and large drug addicts are not being sent to prison for addiction alone. They are being sentenced to prison for distribution of volumes of dangerous drugs like crack cocaine and for the violent crimes that accompany dangerous illegal drugs. Treatment would be a party for most of them- no fences, guards, etc..
