I would agree w/ Bill on this one. The rental market has changed dramatically in the past few years. Even in the "affordable market". There are numerous apartments for rent at the $575-$650/mo. range that are currently sitting vacant.

The subsidy programs currently available need to be reviewed and rethought to find a way to better serve those individuals that are truly trying to further themselves, but aren't getting the asisstance they need to do so.
