[TB]  Perhaps Rybak skipped Drivers Ed the day they taught the lession
"Lock the Car, Take the Keys".  This isn't a problem with the car, it's
a problem with the driver.

I do find it interesting that the Chief decided to tag the guy.  Most of
the cars left running without occupants in this city are police cars.
Stop by the new Uptown at 26th(?) and Hennipin about 8 on Saturday
morning and count the number of squads left running in the parking lot.
Opps, forgot, the rules don't apply to them.

Yes, it's a driver problem, not a problem with the vehicle.
