The detail that is missing is the exact locations of those 800 empty classrooms.  I 
would also be curious to know when
they became empty and / or when Mr. Jennings become aware that they were empty.  Seems 
to me, that is significant data
that was not made public until, well, the actual data has yet to be made public.  
Let's start with the facts, and then
proceed from there.
