And elected officials certainly meet the requirements of caucus conveners: active party member, and resident of the precinct (even that's not required for a convener). All the convener does is start the meeting. The Precinct Caucus Chair is then elected by the attendees. And they certainly can elect Bob Fine as Chair if they want (whether Mr. Johnson likes him or not).
