How should the City Council make a decision about the recycling contract?
More specifically how should they decide how to decide?
 I want the City Council to have the opportunity to do the right thing for 
the right reasons.

The staff recommendation comparing bids is a place to start but only reflects 
one aspect of many factors that could be part of the final decision.
This council has approved a variety of Missions, Goals, and strategies that 
are germane to the decision.
Sustainability and green initiatives.
What are the environmental impacts of this decision?
Is the goal more garbage or less garbage?
The environmental impacts are the same as economic impacts in the long term.
What is the greenest choice?- Real reuse of resource materials for their 
highest value.

Recycling is the least green of the 3 R's-Reduce, Reuse, Recycle. Which bid 
takes this into account?

What are the environmental effects of the actual operation? Who has the 
cleanest fleet?

Jobs
What kind of jobs are created and do these add to a sustainable city?

 Assistance for Entrepreneurs is a stated city goal.  We have local 
entrepreneurs dedicated to living wage jobs.

Civic engagement is a stated city goal. Which company is most capable of 
educating, informing and engaging city residents in effective and cost efficient 
waste management?

Public process. I have heard that some council members are annoyed with the 
amount of public lobbying that is occurring. I think that the issues raised and 
the amount of public interest is a good thing and should help the council 
make the best choice.
