A call at this point only results at best,
in a check mark pro or con on the issue. In addition, phoning creates misery
for the receptionist(s) who are only doing their job and have no
relationship to the policy and decision making process on this issue.
Having been a receptionist at a City Hall (though a much smaller one) I can say that this is untrue on both counts.
One, if the person who answers the phone has to answer the phone all day, they are leaving some other work undone. It has an effect on the office and on the boss/policy makers - it pushes your issue higher on the priority list, if enough calls come in.
Two, that receptionist is more than just their job - they probably have an opinion about the topic (and it might be open to change, though probably not in a 30 second phone call) and they are also almost definitely a metro resident. They may even be bus-dependent.
On an unrelated note, I'm amazed how many people look at the bus drivers' wages as if they are taking something away from the rest of us. All of us work in the wage market (except I guess the professional landlords) and holding anybody's wages up helps you with yours - if nothing else, knowing that I could quit my job and go get training for a better paying one keeps me from meekly accepting my boss downgrading my pay and working conditions.
