I say: Many neighborhoods paid for the tot lot upgrades using their NRP funds. All the Longfellow neighborhoods did. At Whittier Park, the PB paid for the tot lot but we put $2M into the gymnasium addition and other building upgrades. Prior to NRP the park board had the tot lots scheduled for replacement in a 20 year cycling schedule. The only way those dates were moved up was by paying for it with NRP funds.
