The following is from an email that was forwarded to me by Council Member 
Zerby describing major changes in the Police Dept. This is the information 
that the Chief sent to the city council about what will be happening in the 
Police Dept.


"There is a plan to move SAFE officers beginning early June. The command 
staff and I have discussed the current strategy of having one or two officers in 
each precinct engage in proactive work (SAFE officers).  Our conclusion is that 
as the department shrinks, we must expand officersâ capacity throughout the 
entire department to be proactive problem solvers.  Each sector Lieutenant will 
become responsible for absorbing SAFE officersâ duties and will use every 
officer and sergeant under his or her respective command to accomplish what would 
normally be left to a SAFE officer.  Non-sworn SAFE persons will report to 
the sector lieutenants and the lieutenants will become the âgo-toâ persons in 
the precincts. The ultimate goal of this will be to integrate community 
policing throughout the entire police department.  In the fall, members of the 
department and the community will be formally trained in problem solving.  The 
training will clearly define their roles in a community policing environment.  
Overall, this will make the MPD more effective, more proactive and better able to 
serve the community.  Precinct commanders and their subordinate officials will 
be held accountable in CODE4 for ensuring that crime and quality of life 
issues are properly addressed within their precincts. Outlying areas will not 
suffer from lack of police coverage or attention.  Iâd be happy to discuss this
