I have seen and heard about landlords sign lease agreements with the first qualified white applicant, then do a background check to verify that the application was truthfully answered. The same landlords would tell African-Americans that the background check had to be completed before signing a lease agreement, and would charge them a nonrefundable fee for the background check, then rent to a white.
