New inspectors in the 2nd, 4th and 5th precincts - including the first black woman inspector. Overall, two are black and two are women. (Two white guys remain at the 1st and 3rd.)
Former 4th Precinct Inspector Tim Dolan permanently upgraded to Deputy Chief, and former 5th Precinct Inspector Don Harris is now deputy chief in charge of an office of professional standards. Names you may have heard of: Rich Stanek returning as captain in charge of the department's major investigative units. Don Banham, new 4th Precinct inspector, who was involved in an endlessly publicized videotaped scuffle with a Channel 9 cameraman at a 1995 Vikings game. Then, he was demoted, only to be promoted to Lieutenant a year later. Interestingly, last year, the list's own Booker T. Hodges wrote in the Spokesman: "During his testimony [before a mediation group], Lt. Banham was asked by Ron, "Are Black officers treated differently than White officers within the department?" Lt. Banham answered, "Yes." Ron then said to Lt. Banham, "Before I go any further, do you feel that you will be retaliated against by other officers for what you are telling us today?" Lt. Banham answered, "Yeah, probably, but there isn't anything else they can do to me. I am as far as I am going to get in my career. I know because of my outspokenness that I will never be promoted any higher than I am now. The only reason that I am a lieutenant is because I earned it. I passed the test, but other than that, I doubt that they would have promoted me."
