While looking over Senator Higgins' proposed legislation, I came across this
little nugget.  

.  Offered a reported to 2004 Senate Bill 2114 from the State and Local
Government Operations Committee with amendments and the recommendation that
the bill pass as amended and be re-referred to the Judiciary Committee. As
reported, the bill contains an added provision requiring that the closed
meetings allowed under the bill for public bodies to negotiate the purchase
or sale of property be tape recorded at the expense of the public body and
kept for two years. The recording would be available to the public after the
property discussed after the purchase or sale or after the governing body
has abandoned the negotiations. The report was adopted.

.....and here's a nice try to bail out the compulsive spenders in
Minneapolis -

.  Introduced 2003 Senate Bill 1466 to appropriate $319,005,000 from bond
proceeds for a grant to Minneapolis to pay the principal on outstanding
bonds issued to finance the Minneapolis Convention Center and related
facilities, and $74,675,000 to Minneapolis to pay the principal on
outstanding bonds issued to finance the Target Center.

It's amazing what you can learn by monitoring legislation proposed by the
Minneapolis delegation.  As I have time, I'll be posting a few - for comic
relief.
